  1. Is a decision being made? If no, it is a document.
  2. Will the people who make that decision be in the room? If no, it is a rehearsal.
  3. Could someone read it faster than you could say it? If yes, it is a message.
  4. Are you inviting anyone purely so they do not feel excluded? That is the kindest possible reason to send a summary instead.

The one good answer

Yes, it should be a meeting, when a real decision needs several people to disagree in real time and reach something none of them arrived with. That is a genuinely excellent use of an hour and there is no async substitute for it.
